Retrieval-augmented generation does not become governed simply because every answer includes a citation. An enterprise system needs to show which sources were eligible, what evidence was retrieved, how the model used it, and what happened when confidence or policy checks failed.
Start with the data boundary
Record source ownership, classification, freshness, and permitted use as documents enter the index. Preserve those attributes through chunking and embedding. At query time, apply the user’s access scope before retrieval so a model never receives documents the user could not otherwise access.
A useful retrieval record includes a stable document identifier, source version, access decision, retrieval score, and ingestion timestamp. Avoid treating the vector index as the system of record; it should be rebuildable from governed source data.
Make evidence inspectable
Return source identifiers and relevant excerpts with the answer. Then validate that cited identifiers were actually returned by retrieval and that the generated response does not claim support beyond those excerpts. A separate deterministic check can reject missing citations or unsupported high-risk statements.
type Evidence = {
sourceId: string;
version: string;
excerpt: string;
};
type AnswerEnvelope = {
answer: string;
citations: Array<{ sourceId: string; quote: string }>;
policy: "pass" | "review" | "block";
};
The envelope should separate the model’s language from system-owned evidence and policy outcomes. Keep those fields available to downstream review and audit tooling.
Evaluate the retrieval system over time
Maintain a versioned golden set that covers answerability, source selection, access filtering, citation accuracy, and refusal behavior. Run it when the embedding model, chunking strategy, prompt, or source corpus changes. Track retrieval quality and answer quality separately: a fluent response can still be based on the wrong evidence.
Production traces should capture policy decisions and stable evidence references. Redact sensitive content from telemetry, set retention based on data classification, and restrict trace access. For high-impact use cases, route uncertain answers to a reviewer rather than weakening a threshold silently.
Connect evidence to operational ownership
Model risk management works when it is connected to clear owners, change approval, incident response, and periodic review. Assign ownership for source quality, evaluation thresholds, access rules, and model behavior. Give operators a way to disable a source or revert a release without rebuilding the whole platform.
Audit-ready RAG is a system property: governed inputs, permission-aware retrieval, evidence-linked outputs, repeatable evaluation, and accountable operations. A citation badge is only one visible piece of that chain.
